The Challenge
The EOC operates 24 hours a day, 365 days a year, regardless of conditions. The facility houses several emergency management organizations, including the Department of Emergency Communications, which dispatches an area covering 561 square miles and more than 395,000 residents.

The Solution
The building is constructed with tilt-up concrete wall panels. The glazing systems are wind- and impact-resistant, and the utility services have backup and redundant services. M+H Architects designed the enclosure to protect the people and communications equipment inside the facility so that they can coordinate emergency response and serve the community at all times. The facility can withstand an EF-4 tornado and remain fully operational without electricity, water or sewer functions for up to three days.
